Is he a rooster?

Well it could maybe be a hen? I only say that because white leghorn hens combs develop fast and big, but there is a strong possibility it could be a rooster at this age. I'm leaning more towards hen but I could be wrong. It's hard to tell at this age with this breed.
 
Yeah it's really hard to tell at this age. I'd wait till its 2 weeks older and post another picture and by that time you can get some more positive answers.
