I don't have an answer to give you. Maybe it is scarring from an injury or pecking, or even pox. It looks like the eyelid skin has turned white. Hopefully, it will heal normally.

I can't tell you what that is, I have no idea! I can tell you that it is something that I have seen before and it hasn't caused any problems for my birds. A few of them got the white eyelids and they cleared up after awhile. I think that it is either a pecking scab of some sort or a form of bleaching. Nothing to worry about, from my experience. Great job keeping a close eye on your birds!
