Corturnix incubation 18th day. Is there still hope for hatch?

This is my first hatch. Set 29 eggs with a Little Giant incubator still air with auto egg turner. temp at 99.5 humidity at 50 ish and then day 14 stopped turning, turned up humidity to 60 ( went up and down from 70-high 50. It was hard to regulate I live in Phoenix). I'm now on the morning of 18th day and have no signs of life. No wiggling, rolling, pipping nothing. There is no bad rottin smell. They just are frozen. Is there still hope? Am I being impatient? Is the lack of movement normal? Thanks for any words of encouragement but I have eggs on deck if this one is a total loss.

I'm in lockdown. I've only opened it up (quickly) to add water and look closely for pipping. Is it safe to do the float test at this point?
 
Had another one this morning day 21. 7 total babies so far. all eating and drinking on their own :) yay
