Shipping adult quail is a no-go. The only way to do it is to send day-olds in a very large batch, and even then there will be some dead in the box. Eggs is your best bet. See if you can borrow an incubator from someone. If there isn't anyone then you will have to bite the bullet and invest in an incubator. I used a still air manual incubator, and most of my chicks turned out fine and healthy. There were one or two that failed to get out of the egg in time. At that point, they are alive, but their feet are malformed. I still have one alive as an adult IIRC and it is doing fine walking around on its stubs.
