11 week old silkie chick

I'm not sure if this is normal with silkie chicks or not but one of my three silkie chicks has like a plastic encasement on her head feathers. The other two chicks have feathered heads and have for a while. Will she eventually have a fluffy head? Does anyone know why the ones she has seem to be wrapped in a plastic like substance?

If you could post a picture that would be great! I am fairly sure thats normal and its just the feathers growing in, it also might be a sign of a male if its feathering in slowly!
 
One of the chicks is definitely a rooster and his head is feathered. I took them to the vet and had them vent sexed and we are pretty sure the white one is female. She has no signs of wattles at all. I guess only time will tell. But the plastic like feathers are just weird.
 
Yes I was wondering how long until its "silkie normal". They are only about 11 weeks so I guess I have a ways to go. Patience is not my strong suit with these guys.
