Really a black orp? A mutant?

The breeder said this was a black orp....I THINK. I am a chicken newbie so I was trying to remember all the different breeds I was buying that day. The pic isn't great, but the feathers are longish and growing down tge leg onto the feet. Also, the butt and tail point down, never up. Anyone know what she is? Sorry I don't have another pic. At least tell me if black orps can have feathery legs.

Wanted to add- the butt is pointed so far down, the feathers on the tail nearly touch the ground. Is this normal for certain breeds or is she sick?
 
It's definitely not a Orpington with those feathered legs as Orpingtons have smooth legs. I can't really say for sure what breed it is without being able to see the rest of the chicken. Does it have 4 or 5 toes? I can't tell from the angle in the photo.
