Here is a picture of my brooder. I use pvc board. It never needs painting, does not absorb, and never rots. I get scrap pieces at a residential construction site near my home. The big box stores sell it, but it is pricey. I use 1/4 hardware cloth stapled to the under edges of the board. For the first week, I put in a layer of equine pine pellets (about $5 for a 50 lbs bag). I made a drawer that just pulls out underneath the wire for easy cleaning.

Sounds like a neat design.

I find it interesting how diverse the country is in regards to the demand for quail. I suspect there is so much wild quail here (which there is), that no one considers raising them.
