I think if they shipped on Wednesday as they were supposed, with Friday arrival, the outcome would have been different, but still not the breeds.
We had been in touch with the post office, but no one knew anything.
Apparently, Hoover Hatchery is having a lot of trouble this year, at least that's what the eFowl rep told me on Friday when we were trying to track down the order.
Actually, I did not agree to any substitutions, because I placed the order over the phone. I had trouble with eFowl's discount codes (all expired) and then I couldn't pay with Paypal through their site. So, I placed it via phone and they sent a Paypal invoice. I would not have agreed to any substitutions.
