beak grew too long

I have a little Banty rooster who's not been thriving. I think perhaps his beak has grown too long. I am wondering if trimming it would be a good thing. Not sure why his beak has suddenly become a problem... it isn't like it has always been this way.

Cut with a pair of nail nips? Or Dremel tool? How much can I remove without hurting him?
 
Okay, I just screwed up my courage and did it... it wasn't hard at all. And now he looks much more normal...I cut more than a half inch off and didn't reach the quick! It had grown way too long and was curving around. Now it is normal with the bottom beak. Maybe he will be able to eat and get some of his strength back...he's looking a bit lethargic. But I will keep him separated until he starts acting less weak.
