Please help should I cull or not

That is great to hear. Watch him carefully when he goes back into the flock. Let them free range together for times when you can watch for pecking. Perhaps keep him in a cage for a few days inside the coop so they can be near him before they get together. Good luck.
 
He is not going back out side to the flock for a while or at least until he heals completely I'm willing to let him stay inside for months if he has to. When I have had a chicken away from the flock for awhile I always keep them in a cage on the roosting area so they can be reintroduced. That's for your help!
