New From St. Tammany! - FYI - Ordinance Change!!!!

Brand-Spankin' new from St. Tammany!

 

I wanted to let fellow flockers know that the St. Tammany Parish Ordinance will be changing in June (2016).  I received a "violation" from the St. Tammany Parish Animal Control claiming that my roosters were crowing (Public Nuisance - Sec 4:125).  Well, they do tend to do that.  When I spoke with the rep, she and I went over the Parish ordinance and there was only one reference to a "fowl".  She said she passed by my residence several times and could not get any "evidence", which to me, invalidates any "violations" on top of the lack of chickens identified in the ordinance itself.  

 

Prior to acquiring them, I called the parish and was told that since I live outside city limits, they fell under the "leash-law" for the parish.  Well, that sounded a bit foolish to me, but she clarified that they had to be contained in a fence.  Mine are not only in a fence, but also in a large fully enclosed coop.

 

Anyway, back to the ordinance... the only reference I found that addressed any feathered critter of any kind was Section 4:125 (F) which states: "F. Premises on which animals, including fowl, are kept shall be maintained so as to prevent all obnoxious odors and stenches of such unreasonable intensity and duration that it prevents or essentially interferes with a person's ability to use or enjoy his property, or the presence or breeding of flies, mosquitoes and other pests. Provisions shall be made for the removal and disposal of animal and food wastes, bedding, dead animals and debris. Disposal facilities shall be so provided and operated as to minimize vermin infestation, odors and disease hazards."

 

The Rep from Animal Control stated that in June, the entire ordinance will become more "generalized".  Where it indicated "cat/dog/etc." it will then be called "animal".  Which will mean that some of the issues COULD refer to the chickens as well.  Granted I think we can rule out mandatory spay/neuter or the chickens biting the local postman or chasing vehicles.

 

Has anyone else had to have this battle?
