4weeks old is smaller than the others tail and wings growing slower

There is nothing (that I can see) shouting rooster so far. However it's still much to young to tell gender. Can you post an undated photo in a few weeks?

Breeds I raise: Easter Eggers, Naked Necks, PROJECT white d'Uccles, Mille fleur d'Uccles, RI reds, Barred PR's, Assorted Cochins, GLW's, Sexlinks, Mutts, and one Lavender Orpington!

Turkeys: Bourbon Red ~ Standard Bronze

Ducks: Blue ripple and black Muscovys

I'm not familiar with the breed and far from an expert on gender, but he looks like a little fella with such a pronounced comb.

Thanks that not good news😢 I'm not allowed to have roosters in my County .... I'm so sad I love my little Flora so much !!! Now what?
