No, they don't give you money to replace birds just because you are "certified". Nor should they.
There is no rooster of any breed that can stop an attack from a human, not to mention any of the larger predators. (fox, coyote, bobcat, raccoon) At night they will be unable to stop any attack.
If your problem is human your best defense is a game camera and coop lock.
How disgusting and sad and.... Ugh I want to punch something! I'm so so sorry for your loss. Other than a security camera (I know, expensive) I don't know what to do. A dog will require lots of training, so if you get one to protect your birds you are taking on a new hobby and have to make sure the dog learns to not kill the chickens, too (we just lost several to our own dog, and we just aren't in a good position to work with her so she was rehomed). Guineas make good alert system because they will get loud whenever something strange gets near but they will wander away if they please. I think you've got the right idea with the firepower. ;-)
