Prolapse?

his is a 29 week Ameraucana hen. She's been laying for about 3 weeks. My daughter was holding her and she layer a soft egg in her lap. We then noticed this. Not sure if she is egg bound or if it is a hernia. Any

Looks like a prolapse.

If you are not sure if she laid an egg or not, put on a glove lubricated with a bit of ky jelly or coconut oil and feel inside about an inch and see if there is an egg.

For treatment of the prolapse you will want to clean the area really well and use hemmoroid cream or honey and gently push the prolapse back in.

Do you feed layer feed and offer oyster shells free choice?

That is a very good picture of a prolapse, showing what I believe is both the oviduct opening as well as the large intestine which come together in the cloaca. Follow Wyorp's advice and read the links. Here are some pictures of chicken anatomy:
