Yes, you must be certified organic to call quail eggs "organic".

Dear Someguy:
The U.S. Department of Agriculture, National Organic Program (NOP) has concluded its investigation of your complaint regarding ********** Farms. The complaint alleged that ********** was selling, and representing its quail eggs as organic without certification, in violation of the USDA organic regulations.
The NOP investigation found that ********** was selling, and representing its quail eggs as organic without certification. In response to contact by the NOP the company immediately corrected the listing and removed organic from the description. The NOP issued ******** an official Notice of Warning. The investigation is hereby closed.

Thank you for bringing this matter to our attention. We appreciate your support of the NOP and the USDA.
Sincerely,

I'm not into public shaming, identities have been removed to respect personal privacy. Some folks don't understand the NOP and thought this could be educational to all.
