Day 26 no eggs hatched

Okay so I have candles some eggs that I knew should have hatched around the 15th. I had written the date they were laid on each egg so I could keep track. When these eggs were laid it was cold and windy and the hen didn't sit on them all day but only at night and a little durning the day. My other hen went broody a week later and has sat on them ever since. I just opened one of the eggs and what seemed to me was the chick had another week to go until hatch time. Is this normal? Has anyone experienced this? I can't hear them chirp but when I candle them they are moving.

An embryo does not start to develop until the eggs are kept warm around the clock so your eggs did not start development until the second hen started caring for them full time-minus short breaks. If you know when the second hen started brooding, count 21 days from there to figure out the hatch day.
