ISA BROWN CHICKEN GENDER

Hello! Both our chickens have recently started laying (20-21 weeks) and we are a bit worried that one of them is a rooster and another is a hen... French Fry ('she's' the one in the picture standing next to my brother's feet) started laying first. But we haven't seen any eggs from Troye that we know of. We only started suspecting this when I saw that Troye had larger tail feathers than French Fry. We have tried to compare the chickens to pictures online but we are a bit unsure about their gender. I would really appreciate anyone's help who can help with letting us know what gender they are!

If both are laying how is there a question of a rooster?
