So my question is, how can I get my hens to hatch and raise chicks if I, by law, can't have a roo? Artificially?

Most people use an incubator. If you really want your hens raising chick's your best bet is wait for one to go broody and then order some fertilized eggs. Switch the non fertile out with the fertile eggs your hen will not know the difference.
Buy fertile eggs from someone else.
First, you need to decide what you will do with all the males that will inevitably hatch.
Then, you need a hen to go broody...they don't all do that, and rarely when you want them to.
