Breeds for short fences?

Is there any breed of chicken that can be contained in a 3ft fence?

 

I hate to ask this, but would de-winging contain a chicken in a 3ft tall fence?

 

What other poultry can be kept in such a fence?

 

I'm not worried about predators getting IN, as they'd only in the fenced area when I was outside too, but I need birds that won't fly or jump over.

Almost all my Black Penedesencas are confined in 3' fences. I keep flocks of BP roosters inside 2' fences.

They will go under, they can fly but prefer to run so unless pressed, they're content to stay inside a fence. If the area is too small and there's no forage, that would encourage them to go afield.

I never wing clip.

I've had Jersey Giants that would go over a 6' fence.

Large fowl cochins are pretty vertically challenged.
