New member not being accepted

I need some advice, or maybe reassurance. Over a month ago I rescued a white leghorn found running around in a parking lot. She is able to sleep in the coop at night but during the day she has to stay on top of the run or be chased and pecked by my rooster. We put a pen up and have put her in there a few days now so she could be on the ground and forage, but all that seems to have done is aggravate the flock further. Even the hens run up to the pen with their neck feathers all ruffled. The rooster is the worse and will chase her every chance he gets. No one seems to be drawing blood anymore but that may be because she has gotten good at fleeing in terror. I feel so bad for her. Is there anything I can do to help her be accepted? Is there a point in time where she will never be accepted and I have to rehome her? I don't want to because she is my only hen that likes to be touched and held. Today she fell asleep in my lap. What should I do?
