Not sure if he has a frostbite or gangrene, would like to know what it is and is there anyway I can treat it? Thanks!

Welcome to BYC. Yes, unfortunately, it looks like frostbite. The toes will probably fall off where they are black. Apply some Vetericyn or betadine to the toes to help prevent infection.

You're welcome. Chickens can usually get a round if most of the foot is left intact. Infection can be a threat. Epsom salt warm baths can help clean the wounds, but only do it inside the house and dry the feet thoroughly. Here are several good articles about frostbite treatment and prevention:
