12 week old white bantam frizzled cochin. Thought it was female then this week red comb and wattles have become prominent. So is she a he?

Is it common for them to get red comb and wattles this early? My silver penciled cochin from the same hatch still doesn't.

My white frizzle cochin developed redness in her face early as well. She now lays me an egg a day!
At 12 weeks old, my Cochin cockerels were very obviously boys. Big red combs and wattles gave them away. That looks like a pullet to me as well 
Agree that's a pullet. She'll get redder as she reaches point of lay.
