What type of area do you live in? Most municipalities have monthly meeting where residents can come to state issues, ideas or complaints, maybe you could contact them and ask if you would be able to present the idea to the council? Make sure you got all your chickens in a basket (pun intended) and have good reasons why you would like to keep chickens. Maybe you will get lucky and be able to have something written in allowing you to keep a few hens. Most cities would not allow a rooster and will have a low cap (2-3 hens is plenty to provide eggs for a family) Good luck!

If the coop is enough distance away from neighbors, you can get a permit issued specifically for you that allows you to keep chickens. This will be much easier than getting a whole ordinance stating chickens are legal, since they are only granting you the right to keep chickens and not the whole town. This will allow them to asses your individual situation rather than determining if your town as a whole should be able to keep chickens. Once they change the law, it is hard to make sure people are keeping chickens responsibly. Legal or not, you wouldn't want your neighbor keeping 25 hens in a poorly maintained coop 10 feet from your patio, would you?
