2) this spring I have had one with leg issues from every chicken egg hatch... It is not from brooder flooring, hatching rate of leg issues I am assuming some genetic thing from one of my girls for it to keep happening??
can you put it into place easily? If so she should stay in hobbles for a few days, if not I cull them

I would say let her sit if she is and have a bator ready if she gets off of the eggs. or at least have a heat lamp and thermometer ready to go and set up in a container
Always mark eggs under hens and get other eggs daily thereafter, that should help timing next time!
