Plausible but I would think that the water just wouldn't be as warm as whats in the barrel, not fully frozen.
I think the water is too warm in that section for it to recognize it is needing to turn on. That elbow is less then 6 inches from the barrel and the heater I have in there is this sinking one.

How far down or up the pipe is the water frozen?
