Trouble shoot my bucket feeder?! Please help!

The quail are happy and we finally got the roof on our quail coop.

I bought a vertical waterer with pre-installed nipples because it was on sale and we have so many projects going, I needed to save some time. I know it's too low- we bought pipe strapping and will raise it up tonight. I think we'll also add a flap in the roof so we can fill it with a hose.

My big problem is that they seem too scared or silly to eat from the bucket feeder.

I raised it up a little this morning. Any other thoughts?
Have any of you actually got this kind of feeder to work?

Maybe they don't see the feed because of the cover above the holes? Can that be removed? I guess a few live bugs in the bucket would get their interest, if they can see them that is..
 
Yes we could remove those. I suppose they are more for outdoor chicken runs.

I think I'll also cut away more of the inside part.

We did add some dried mealworms around the holes, but it generated only minimal interest.
