I'm wondering if this 9 week old chicken is a future hen or rooster? I'm a bit confused. It's comb is totally smooth and yellow, but it's tail is very long with skinny feathers.

It's a pullet. The tail feathers that have you worrying are just in the middle of molting out. They go through several 'mini' molts in the first 4 months. And those molts can do some funky things to tail feathers.
She's very pretty too

Oh wow! I am so excited. She is my friendliest chicken and I had been thinking she was a roo all along! So glad I asked because I was going to sell her tomorrow as a rooster! Thank you all for your help.
