Can quails be kept in ratios or only in pairs? Are bobwhites more vocal than blue-scaled quails?

I'm getting confused. As the title states, can quails be in ratios? Or should they be kept in pairs only because they'll pick on each other? Some sources say that quails should be raised at a certain ratio while others will tell me that they should only be in pairs or else they'll fight. I'm also concerned about the noise factor that if bobwhites truly are more vocal than other species of quails like blue-scaled quails, because, from my experience, the bobwhite was far more vocal than the blue-scaled quail. To get a better understanding, here's plenty of info about our quails from my experience:

 

We have blue-scaled quails and we have had them for more than a month. There're 5 of them (3 males and 2 females). Trust me, unlike the bobwhites and coturnix we'd used to have, these quails are not aggressive towards each other. They're also not as loud nor as noisy as the bobwhites I've had, so if noise is a concern for you, a bobwhite wouldn't be a good idea. In some days when we had them, the male bobwhite was whistling the whole duration of the day non-stop! Our blue-scaled quails have never done this. Besides, he had other bobwhites to keep him company! In addition, when it comes down to size, blue-scaled quails don't get nearly as big as the bobwhites, in which they appear much larger in size than these quails.

 

To sum it up, does it really matter when you keep quails in ratios or in pairs due to fighting? Moreover, are certain species of quails more aggressive and more vocal than others? Thanks in advance, speaking from my own experiences!

I agree with the Bobwhite noise. They never shut up. May as well get a rooster.
