He is very handsome.
I would start treating for scaly leg mites. It looks like it is quite advanced, so you will most likely have to repeat treatment (especially soaking and gently scrubbing) many times. It will take a while for you to start seeing improvement. I think I see that he has feathered feet? So diligence and patience will be key in helping him.

No. Having feathered feet is not a bad thing

I was just making sure feathers was what I was seeing. I would think that the scaly leg mites on feathered legs/feet might be a bit more painful since he has the feather shafts there as well, but hopefully you can give him some relief with treatment.
