Baby Chick Has a Hurt Leg and a Bad Itch

I just recently got 6 new baby chicks. I would say they are about 1-2 weeks old now. However, one chick in particular (black australorp) is having problems. Her name is Betty, but we call her gimpy because ever since we have had her she has had a bad leg. She cannot seem to be able to tuck her leg in order to lay down like the other chicks. She always has it kicked straight out, and she hopes around on it very slowly. She is also the smallest of the chicks. My main worry is the itching she has started to do. She goes crazy and starts itching her neck, and she chirps super loud when she itches. It is really starting to scare me. I have pine shaving in the brooder and none of the other chicks are itching. Does anyone have any clue what might be happening?
 
Sometimes a Vitamin B deficiency can cause leg/foot problems so you may want to offer some vitamins (especially B2 (Riboflavin) in her water. I would check her ears to make sure she has no bedding, food or debris in them, hopefully that is the cause of the scratching.
Otherwise scratching along with the leg/foot problems could be a neurological/developmental disorder.
