Chick won't walk outside

I've got two 8 week Ameraucana chicks who I've been letting out in the backyard when the weather is nice. One is fine and walks all over and even flies little short distances. The other sits like a bump on a log. She won't move. I've picked her up and moved her, stood behind her to see if I can prompt her to move, all to no avail. In the brooder she will run away from me sometimes and she can balance and roost so I don't think it's a leg issue. Any ideas?

Is she out in the open when she's outside? She might feel braver if she's got something to kinda hide in. Mine liked playing under the porch and under shrubs. I had two who were more cautious about being out on the lawn where they were more exposed. I put a couple lawn chairs out there and they were happier to have something to hide under while they played.
 
Hi there wendorfa I agree with Rod-T in that if she is fine and running around in the brooder, she is probably just scared in the big wide world.

When you let them out, are they just in the garden or do they have an enclosed area with shelter and places they can feel safe?

Is it possible to move the brooder outside for a few hours a day? My thinking being that she can take in the big wide world from familiar surroundings where she feels safe.

Alternatively, it may be worth making them an enclosed area in the garden which they can use as a transition point.
 
She's just on the grass...her sister (who is smaller) walks all over. I will try setting up a safe place for her. So weird though because when I was brooding my six last spring they loved being outside! She's the darker one in the pic
