Good idea but the only 'problem' is chicks grow FASTER than HOA red tape. I know been through it, what I learned is when searching for a house/property ASK first thing "is there a HOA" . If the answer is YES, ASK are chickens allowed. My first question with HOAs, in Hawaii it's called CCRS, the BIG question is....."Are chickens allow? Boats?" Before I even set foot in the house. Have walked away without walking in :)
Could you temporarily have someone else keep them for you until AFTER the hearing? They may allow if it weren't so many & pullets, you'd need to keep them confined in a coop/run & first complaint of smell :( But then again you're smart to try rehoming, HOAs are a P*** in the A**. You could try CL too. Good luck.
