Easter Egger is a 14 months old and stopped laying eggs

It is the end of May, so daylight is increasing and I live in San Diego, close to Mexico, on the coast.  She sits in one of the nesting boxes all day, but doesn't lay an egg.  It's been about 3 weeks now.  Her feathers are fluffed out and when I take her out of the box, she usually starts eating, but this time she was picking up debris and tossing them near her hind side, like they do before they lay an egg.  Any ideas?  Her butt looks dirty so maybe I should wipe it down too.

She is broody, you can break her by putting her in a wire bottom crate elevated off the floor so her underside cools off. It will take 3-5 days, and about 2-6 weeks to resume laying.
