Baby ducks

Is it normal or what does it mean if male duck is grabbing 1 of the ducklings and throwing it around. Duckling is 2-3 weeks old. Mother duck doesn't do anything about it. Male duck did it twice then I stompped my foot and he stopped and the 2 duclings left. They were the only 2 that hatched out of 23 eggs. They free range in 1/3 acre lot but I think male can still catch them.
 
He was doing it to only a single duckling not all of them. My neighbor said he knows which 1 is a male and might be trying to get rid of the male duckling or that the duckling could be sick and he's trying to get rid of the sick duckling
 
I feel it is just as likely there is nothing wrong with either duckling and the drake is just being an aggressive drake. That is not unusual. This is not nature taking its course. It's a signal you need to intervene to protect the ducklings.
 
Could it be the Drake trying to keep the ducklings away from the hen as just today I found her nest and it had 6 eggs. She used to sit together with the ducklings and the Drake all by himself and the past few days the ducklings lay together under bushes or my bearded iris or other plants and the Drake and hen stay together and hang out through out the day.
 
BTW I did separate them but should I keep them from hen? Or separate hen and ducklings from drake? She's building her 3rd nest and the Drake and hen scout area for stuff to build nest.
