Quail rooster's back of the head and neck/chest looks puffed up is that normal?

My quail all turned 6 weeks old this week and my rooster started crowing about a week ago. I'm wondering is he puffed up weirdly like that to impress the ladies because he's in heat or something or is something wrong with him. It almost looks like he had a cone head in the back with his feathers like that.
 
Well not sure how good you can see him but I'm worried he's been sleeping pretty much all afternoon and hasn't eaten anything.
 
Just guessing from your description, but could he have gotten his head stuck in the cage wire or something? Or could something be wrapped around his neck? Have you tried feeling the area, to see whether anything is going on below the feathers?
 
It's probably nothing. Unless he's showing signs of weakness I wouldn't stress about it. Time will tell if he actually has something wrong with him. The only thing I could guess is if he's ill as my quails tend to fluff up when they become sick.
 
Ok idk what was up with him but his head isn't puffed up anymore just his body a little bit so maybe it was just his way of showing off since he's also eating again
