9 week old turkey poults feathers plucked

I have a question..... I have 2 turkeys that are around 9 weeks old. First they have little white bumps where their Spurs will be.. Does this make them toms? Second question is the one is picking the feathers out on the chest of the other? Started while broading. Then I put them out in there coup and run. Coup is 10x12 by 6 foot tall. Run is big.
 
Is it just plucking feathers or is it eating them. Eating them can mean they have a protein deficiency. Just plucking is a behavioral problem. Often it starts as boredom but quickly becomes a habit.
 
It's not eating the feathers. I had them in rabbit cages as my broader and got tight in there as they grew fast. I woke up and went downstairs and found its chest to be plucked and watched it happen in front of me... Did some reading and found lack of space... So I put them in the coup with heat lamp for one more week.
 
Hopefully it stops, they shouldn't require any heat anymore unless it gets below 60 degrees. Give them things to pick at like a bit of scratch or things like watermelon or strawberries.
