Drake beating up on one female

I have a tiny flock with 4 females and one drake, all 1 or 2 years old. It used to be a lot larger but I head a really bad problem with predators this year. Everyone has gotten along wonderfully until the last two weeks. Now my drake is constantly chasing around and beating up my smallest female. It's not for mating since he'll chase her on dry land bite and beat her to the ground without topping her. Once she's to the ground he walks away. She's still very healthy and she doesn't seem injured in any way. Does anyone know what could be causing this?
 
Sometimes drakes get a little nuts during the breeding season. Unless you plan on hatching eggs, you could separate him from the flock or find a new home for the abused duck.
