So long story short i found a baby mallard that is so small she/he fits in the middle of my palm. She/he isn't eating yet and is so small, I'm afraid its not eating because it just hatched or because its sick. it hasn't pooped at all, won't drink water. what should i do?

Try dipping the bill in lukewarm water, or dribbling water on the tip of the bill.
If you can get a few mealworms that might work.
Meanwhile, look up a waterfowl rehabilitator, and get their help - the Migratory Bird Act requires that whoever cares for the wild ones needs to be licensed.
The duckling needs to be at around 80F, I would guess, based on its size - perhaps a few degrees warmer.
If it is really young, like less than 48 hours old, it may not want or need food yet - there is still some yolk in the belly of the newly hatched.
