Looks like a young roo to me I'm afraid. This is maybe why you found him as a stray.

Maybe about 12 weeks, keep it a bit longer to see if it crows first. That will be your absolute answer then. While it's not crowing they can't say you have a roo

Good plan!! I'd hate to see him go, he's so easy to handle and super friendly so fingers crossed for a miracle that he turns out to be a she or just doesn't crow much haha
