drake trying to mate with another drake?

I have two male ducks and no females, and I have caught one trying to mate with the other two or three times now. Has anyone else had this problem before? What should I do about it? I don't want to risk him accidentally drowning the other. Getting females is not an option.
 
Drakes are very hormonally driven birds. The only way to stop this behavior is to separate the two of them until later in the season when testosterone levels drop. It is possible that he might inadvertently drown the other drake in his frustrated attempts at mating.
