my cocker wont let my girls out the coop/broader every time the try he pecks their neck and it looks like he hurting them. what should i do....

Sounds like normal chicken behavior. He's ready for mating, and the pullets are not.

they are only 3-4 months old is that even possible?
Absolutely.
I have 5 young cockerels that started showing an interest in the young pullets at 12 weeks. Of course the ladies weren't receptive to their attentions but it was still amusing to see the older roosters step in and teach the adolescents some manners.

I feel so bad for my girls he just so mean he pecked at my hand one day for stopping him from bothering them for letting them dirt bath last week....
