Is a dust box needed in the winter?

We made a dust box for our girls to use in winter and they won't go in it. I've even tried giving them a dust bath in it and they run out. Then they go dig a hole in the frozen ground. Any ideas how to get them to use the dust box we made. It's fairly big and has sand, wood ash, and food grade D.E. Help!
 
Give them time...and they may be using it when you're not around.
Don't try to force them, it will just turn them off of it.
 
My birds (I'm sure are no different than any others) crap everywhere, all day long. In no time they would be taking crap baths. How do you prevent them from contaminating the dust?
