Squab is same age but half the size of its sib

Update: the little has finally learned to eat by my squirting the food into his mouth using the large dropper. He plays a bit with my fingers first then he opens his mouth wide for me to squirt the food inside. Then he flaps his wings with joy. It is so darn cute. We still get messy with food but at least Im not having to pry its beak open for feeding.
 
That first Utube is where I got the idea to use the large dropper. Since it is working Ill stick with it. Mama was in the nest with baby today so Im hoping she is doing some of the feeding.
 
I have been feeding him and now he is in the aviary with the others and the quail. Sat out there with him all afternoon yesterday do make sure he adjusted to the new environment and also to make sure the other dove and quail did not both him. He forage around on the ground and on the shelf where I left him for the night. He shakes his wings at any living thing that approaches. Im not sure if he is trying to get them to feed him or what.
Any ideas on his communication with the wing wiggling toward the quail and other dove.
