My poults are 11 weeks old and by this time my toms are usually gobbling and strutting. This year all three birds are just chirping. Their snoods are short. I'd say they are all hens, except their necks turn bright red when I call them.
11 weeks can still be too young to be definite about a young turkeys sex. Usually I can take good guesses at that age, but some can be late bloomers. I would wait a bit longer to be sure.
