Quail egg laying problems

What is the correct protein percentage they need to be fed? My brother is raising 12 GA Jumbo and the highest percentage we could find in our area is 27%. Been following this thread and I know he would want to stave off canibleism.

24% to 30% so you are fine with the feed.
 
Yep, I feed 30% protein with supplemental cat food, oyster shell, lentils, and leafy greens to keep my quail happy. Hopefully more than just one of my 11 hens will start laying.
