How to Stop dogs from killing Chickens and running away

Oklahoma requires that the dog must be chasing the livestock. Some states only allow you to shoot the dog if it is in the act of killing livestock. Few states allow a farmer to presume the dog is there to harm livestock. Though, of course, in many cases it's the word of the farmer states that require the dog to be in the act may mean that the farmer has to produce a dead or severely injured animal to back up his case.

§ 41. Animals chasing or injuring livestock--Right to kill--Liability of owner--Warrantless seizure--Court proceedings--Definitions
A. It shall be lawful for a person to kill any animal of the family canidae or the family felidae found chasing livestock off the premises of the owner of the animal if the person is the owner or occupant of the property on which the animal is chasing the livestock or if the person is authorized to kill such an animal by the owner or occupant of such property.

In AR, we have one of the few laws allowing presumption of guilt - if a farmer has lost livestock before and doesn't know what dog killed it or knows by sight that this particular dog was culprit, the dog can be killed anywhere on the farmer's property. Even if not currently in the vicinity of livestock. The "about to kill" is entirely on the word of the farmer and previous case law in most areas holds up that previous killed livestock allows a farmer to presume that livestock is currently in danger.

§ 20-19-102. Domesticated animals--Injuries by dogs
(a)(1) “Domesticated animals” includes, but is not limited to, sheep, goats, cattle, swine, and poultry.
(2) Any person owning or having in possession or under control any dog shall be liable in damages to the owner or owners of any domesticated animals killed or injured by the dog in the full value of the domesticated animal killed or injured.​
(b)(1) Any person engaged in raising domesticated animals or owning any domesticated animals who shall sustain any loss or damages to his or her or their domesticated animals by any dog shall have a right of action against the owner, person, or controller of the dog.
(2) Any person knowing that any dog has killed or is about to catch, injure, or kill any domesticated animal shall have the right to kill the dog, without in any way being liable to the owner of the dog in any courts of this state.​
 
This "tie around the neck" thing has been around a long time. Don't do it. This can cause horrific infection, gangrene, and maggots eating your dog from the neck inward.
