5 wk old chicks in COOOOOOLD (16 degrees) temp

I have 7 chicks that have almost all feathers that have been living in a lean-to room, open on one end. They are in an extra large dog kennel with a brood lamp, covered with a heavy old curtain. It hasn't been below freezing at night but will be around 16 degrees for the next couple of nights. I brought them inside because they looked cold tonight when it was 28 degrees and my partner (who has never raised chicks) told me I was being too cautious and they would have been fine. I have raised chicks for 5 yrs, but never had young'uns in this kind of weather...got any guidance out there???
 
I think that I would be inclined to leave them in the lean-to room and observe / listen. If they are chirping at night, then I'd consider bringing them inside. If all is quiet, then I'd say its safe to assume that they are sufficiently warm.
 
I leave my babies inside my garage in a storage tub with a light until they are fully feathered on thier head, body, legs and wings, and not until all their fuzz is gone. 16 degrees is cold! Especially for 1 month olds. Ctken is right they will chirp if they are too cold but if they are outside in the middle of the night you wont hear them, better safe than sorry!
