IMHO, it isn't a number that is set in stone. It isn't the end of the world if you choose other days.
Sometimes they hatch early so day 20 isn't the best idea because you want the humidity higher when they pip.
Turning is still a bit important well under 18 days.
 
Why lock down on 18 days instead of 17 or 19?
It's just a guideline. People that find their air cells are too small will often push lockdown back a day or two, or even wait for an internal pip before going into lockdown. People who have advanced growth/draw down might decide to go into a lockdown a day early. Important thing is to make sure humidity is up for hatch and on the flip side, humidity isn't raised too early so that egg looses enough moisture. Day 18 is the happy medium for all things.
