Too young yet. Bantam cochins pink up early, usually by 5 weeks. So watch for that comb getting pink in the next few weeks. If it stays that orange yellow color it is a pullet.

The nice thing about bantam Cochins...the boys' combs really pink up early...but not at 3 weeks.
Wait a few more weeks to watch for pink. By 3 months, the boys combs will look huge and red compared to the small pullet yellow combs.

Again, it's best to wait a few more weeks.
If it helps I will say that it looks slow to feather out which can be a sign of rooster.
I love the buff frizzle chick, who could ever resist that? too young but, I am trying hard to 'will' it to be a pullet.
I don't notice any sign of frizzle on the dark chick
