HELP!!!! my rooster is pecking at my hen.

I have one hen and one rooster. The rooster usually pecks at the hen at night. The hen has got a patch of skin and I think it is from him pecking at her. When I give them treats he usually hovers over her and she runs away because she is scared. I know the hen isn't molting because it is spring.
I don't know what to do. Please help!! Any questions just reply.

A bird can molt any time of year even though autumn is most common. Have you checked them over for other problems like lice and mites? What is the protein percentage of their feed and what treats are you giving and what is the percentage of treats to total feed intake?
Is the hen laying eggs?
You need more hens. A 1:1 ratio of roosters to hens is too high. it should be 1:10 or thereabouts.
 
It is mostly part of the pecking order it is part of the chicken culture some chickens will stand up to it some wont. I would try something just to show the rooster that its wrong, roosters like to be in charge and yours is probably just exerting his dominance on one chicken instead of many. also

I'm not sure about the percentage feed and treats but they get treats and food everyday. I have a small coop so I only have 1 of each.i haven't checked for lice or mites but I will. But I feel like if there's lice the rooster would have it. I'm new at chickens. I've only had them about 8 months. So I'm really confused and concerned

Your feed bag will have the protein percentage in large print on the outside of the bag and again on the guaranteed analysis tag.
Please read the labels.
If birds are pecking feathers, it could be a need for more protein. Treats shouldn't make up more than 10% of total intake.
However, since you only have 2 birds and a small coop, that is more likely the issue.
